United States Minister to Japan told me under strict confidence that Mr. Pavloff on his way home stayed with Mr. Iswolsky and had long conference with him on the Corean question coming as the result to the conclusion that they should try to realize the neutralization of Corea under the joint guarantee of Japan, Russia and United States and that Mr. Pavloff was further to consult with Count Cassini in Paris in the matter; and then the three diplomats were to make joint representation to their Government with further recommendation that the Russian Government should first approach United States Government and induce them to take initiative on the question. United States Minister having told me further that he had reported the matter to his Government without any comment, I requested him to express my desire to his Government to the effect that United States Government if approached by Russian Government on the question might be good enough to consult Japanese Government before taking any step in the matter. I added as my personal opinion that it would be impossible for Japan to accede to any arrangement which might impair the actual position of Japan in Corea and that the immediate result of the neutralization of Corea as contemplated by the Russian diplomats would be to annihilate Japan's preponderating position in Corea and consequently to preclude her from exercising any check against Russian action in Manchuria. Special. No. 67. In reference to your telegram 94. I think it advisable in view of Art. V. of the Agreement of Alliance to inform British Gov't under strict confidence the purport of information of ݓ{Čg adding as the opinion of Japanese Government that "The neutralization of such a state as Corea which has neither the power for self-protection nor the organization for proper administration, cannot be guaranteed without a previous understanding between guaranteeing powers as to who shall take in hand the supervision of administration when an emergency requires it; but the joint control by the interested powers is out of question(the question?), because it will be an additional source of complication detrimental to the power whose interest is preponderating. On the other hand the attempt to arrive at an understanding on the supervision by a single power will only result in the raising of the question that can never be decided by negotiation satisfactorily to all concerned.@Therefore the scheme of neutralization is not feasible at present." When the refusal of Japanese Gov't to the Russian proposal of neutralization of Corea was communicated to British Gov't last time our comment was made in the above sense and it seems advisable to keep to the same line of arrangement.
